The short answer
InvoLoops is free invoicing software for Israeli businesses. Issuing documents costs nothing — no monthly plan, no per-document fee, no cap on customers — and the software is registered with the Israel Tax Authority, so tax invoices get a 9-digit allocation number automatically. That holds for every business structure: an exempt dealer (עוסק פטור) issuing receipts, a licensed dealer (עוסק מורשה) issuing tax invoices with allocation numbers, and a limited company (חברה בע״מ) with a team, an API and one shared template — all on the same free account. SUMIT has a free plan of its own, “Patur”, but it is capped at 10 actions a month with no way to add more; past that its cheapest plan is ₪25 a month plus VAT. morning has no free plan at all: their cheapest is Basic, ₪29 a month before VAT on annual billing (₪348 a year), for up to 20 documents a month and one business.
- Six document types: tax invoice, tax invoice / receipt, receipt, credit note, proforma and delivery note.
- Automatic allocation numbers, digital signature, QR and a tamper-proof archive.
- Unlimited customers, branded templates, email delivery, REST API and MCP.
- Open source under AGPL-3.0 — the code is public and exportable, so there is no lock-in.

Competitor figures are the plans advertised on their own price list, before VAT. Where a vendor prices month-to-month billing and annual billing differently, both are shown on their own row rather than one being derived from the other.
“—” means we have not verified that figure against their public price list on the date checked, not that the answer is no.

Every business structure
Free for an exempt dealer, a licensed dealer and a company alike
One account, one free tier. What changes between the three is which documents the business hands its customers and what the law asks of it — not the price.
Exempt dealer (עוסק פטור)
Issues
Receipt
Charges no VAT, so issues no tax invoices and needs no allocation numbers. Issue as many receipts as the year calls for: nothing metered, nothing to upgrade to.
Licensed dealer (עוסק מורשה)
Issues
Tax invoice · Tax invoice / receipt · Receipt · Credit note
Charges VAT. InvoLoops requests the allocation number from the Tax Authority automatically on every tax invoice that needs one and prints it on the document, and estimates the VAT you owe alongside it.
Limited company (חברה בע״מ)
Issues
All six document types
Team members with their own permissions and one template for everyone, REST API and webhooks to wire into your systems, and your accountant gets access to the books without your password.
Changing status does not mean a new account: an exempt dealer who registers for VAT keeps the same books and starts issuing tax invoices with allocation numbers. The annual turnover ceiling for exempt-dealer status is updated each year by the Israel Tax Authority — check the current figure on gov.il.

Beyond the price
What you only get here
Your AI assistant becomes the invoicing screen
Connect InvoLoops to ChatGPT or Claude once, then ask in plain language. The assistant drafts, shows you the draft and issues only after you approve.
Open source, AGPL-3.0
The whole system is public on GitHub. Read it, audit it, self-host it, contribute to it.
Expense side included
InvoLoops Insights reads supplier invoices, groups spend by vendor and estimates VAT — so income and expenses sit in one account.
Why is it free, and what's the catch?
The catch is in plain sight. InvoLoops is open source under AGPL-3.0, and we think a small business shouldn't pay a monthly subscription just to comply with the law. Issuing is funded by sponsored offers from partners such as accountants and banks, always labelled as sponsored. A partner gets your details only if you asked to be contacted.
Questions people ask
- Is free invoicing software really free?
- Yes. Issuing documents in InvoLoops costs nothing: no monthly plan, no per-document fee, no cap on customers or document types. There is a fair-use ceiling of 100 documents per customer per calendar day, which protects against a stuck automation rather than selling you an upgrade.
- How much does an exempt dealer pay at InvoLoops?
- Nothing. An exempt dealer issues receipts, which are included at no charge, with no limit on how many.
- Is it only for exempt dealers, or also for a licensed dealer and a limited company?
- All three, on the same free account. A licensed dealer issues tax invoices and gets allocation numbers requested automatically; a limited company additionally gets team members with permissions, one shared template, REST API and webhooks, and accountant access. Nothing in the issuing side is reserved for a paid tier, because there isn't one.
- Does SUMIT have a free plan?
- Yes. SUMIT's “Patur” plan is ₪0 a month and does not expire, but it includes 10 actions a month and the plan cannot be topped up. Its cheapest paid plan, “Hatchala”, is ₪25 a month plus VAT billed month-to-month (₪228 a year billed annually) and includes 50 actions a month. Read from their price list on October 18, 2026 — prices change, so check their site for the current figure.
- Does morning (Green Invoice) have a free plan?
- No — their price list has no free tier. The cheapest plan is Basic at ₪29 a month before VAT on annual billing (₪348 a year, one payment), covering up to 20 documents a month, ₪1.00 per extra document, and one business. Best is ₪45 a month annually (₪54 month-to-month) for 50 documents and two businesses, and Extra is ₪74 a month annually (₪89 month-to-month) for 200 documents. Read from their price list on October 18, 2026 — prices change, so check their site for the current figure.
- Is InvoLoops registered with the Israel Tax Authority?
- Yes. InvoLoops is registered as invoicing software. To receive allocation numbers you approve InvoLoops once from your personal area on gov.il — about two minutes, renewed every 90 days, and we remind you before it lapses.
- What is an allocation number, and when is it needed?
- Under the Israel Invoice reform, a tax invoice above a threshold needs a 9-digit allocation number from the Tax Authority, otherwise the customer cannot deduct the VAT. From June 2026 the threshold is ₪5,000 before VAT. InvoLoops requests the number automatically at the moment of issue and prints it on the document.
- Can I move my data out if I leave?
- Yes. Every document and record exports at any time, and the system is open source, so you can also run it yourself. There is no contract and no notice period.
- Will it stay free?
- We can't promise what the future holds, but there is no plan to charge for issuing. Either way you commit to nothing: no contract, export everything and leave whenever you want.
- Does it work outside Israel?
- Yes. Templates, multi-currency, customers, email delivery, credit notes and all of Insights work for any business. The Tax Authority connection simply stays off.
